Make sure you’re connecting to those systems via USB-C, not USB-A, aka “regular USB”. USB-A only ever supported providing power, not receiving power, and it also only supported up to about 12W of power max, so it obviously isn’t suitable for charging a laptop.

Xps 13 9370 D6000 Does Not Charge The Laptop
I have a D6000 dock connected to my XPS 9370 with USB C, but it displays the following message whenever i connect the dock to my laptop
“The power adapter wattage for your system does not meet the minimum system requirements for normal operation. Attach a supported power adapter wit at least 27 watts”
But the **Dock** is connected to 130 watt power supply. The screens, external keyboard and mouse, USB flash drive all connected to the dock works except the power.

i feel has raised some extremely valid points about the D6000 and it’s suitability for the XPS range. If you look at the TB16 dock specification it’s recommend for use with the XPS 9370 whereas the D6000 isn’t.
I have checked the specification article for the D6000 and found the following statement quite interesting –
